convert audio cassettes to cd via windows 8.1

how do I achieve converting audio cassettes to cds via my  8.1 hp laptop - many thanks!

If your laptop has a line in audio jack you could use an old tape deck with rca audio Jacks and get the rca to 3.5mm jack cable. Ive seen them at walmart. Then use a free program (I use audacity) to record side 1 and 2 off my tapes and save them as mp3. You need a plugin for exporting to mp3 though

Since you want them on cd's, you don't actually want to save them as mp3 but rather an uncompressed format like Wav. You can record the whole tape to a wav file, and then use audacity to chop the file in to one wav for each song. Then use cd burning software to burn a music cd.
