Windows 7 making recovery disk for windows 8.1

My son has a windows 8.1 laptop that will not start up, none of the recovery options are working and he didn't make a recovery disk.  Is it possible to make a windows 8.1 recovery disk on my windows 7 pc?

I don't know if it was Aura or JohnC that gave me this MS site where you can download 8.1 and install it on your computer as long as you have a genuine copy and a valid key.Here is the site.
