Windows 7, mouse click near bottom causes jump to previous screen

I don't know what happened, I don't recall making changes to my Control Panel items.  There were no new programs, but -

 

When I am too near the bottom of the screen and do a mouse click, it takes me to the previous screen which is likely a different program.

 

I am using Win 7, 64bit, on a HP Notebook.  Thanks to each of you!  I appreciate all the knowledge that is this site.

It sounds like you are clicking on another program in the taskbar? no?
