Window phone and PC not connecting

I have been struggling for two weeks to get my Windows 8.1 Tablet PC to communicate with my new Windows 8.1 Lumia 435 phone. All four methods I know of for getting them to connect have failed: USB cable  (as supplied, data / power), Bluetooth, Phone Desktop app, and WiFi.


I want to get them all working eventually but for now I am concentrating on WiFi. I have discovered the two devices have different IP addresses and I understand they need to be the same. So presumably I have to change one of them. Which one?  I note that the phone's IP is listed as Static, so should I change the Tablet? But what good is that? My PC's address has just changed,within an hour of looking it up. If it keeps changing how will I have the same address on the two devices? I have a strong, stable Broadband WiFi service.
