install on a new hard drive

I upgraded to windows 10 about a week ago. I've experienced total hard drive failure and I don't have a back up copy of windows 10. I'm replacing the hard drive tomorrow. Will I be able to use someone else's computer and download a reinstallation copy of windows 10 to a thumb drive, and use that to install windows 10 on my new disk?
