I can no longer access my Raspberry Pi via SSH or HTTP

Yesterday this was working perfectly fine. Now I cannot access my Raspberry Pi with any protocol and the website hosted on it times out. The external IP changed last night but I still should be able to access it. I was able to with the previous external IP. Why is this happening?
