Change the taskbar color:

Start Menu/Settings/Personalization/Colors

Choose a color for the taskbar.

If Show color on Start, taskbar and action center is OFF, move the slider to
turn it on.

Hi Willie.T :)

how do I remove the arrows from the desktop icons

This means that these icons are shortcuts. They aren't actual executables, but points to them. You cannot remove them natively on Windows, you need to use a tool or program to do it for you. There's a tool called "Ultimate Windows Tweaker" that lets you do that, but it might not be compatible with Windows 10 yet.
