A person has lots of encrypted files.They are encrypted by a similar ransomware to "Anti child porn spam".All the files have .exe format and the ZIP icon

I have heard that there is way to decrypt the files with exe format.Is that right?

And second...an example of file is: File.mdf(!! to get password email id xxxxxxxxxxx to ---------@gmail.com !!).exe

The e-mail of the attacker is on Gmail.Do you think this person should report this to police or other authority or should report it to Google?
