I have not found a way to enable the 'Run As a Different user' option with the Edge browser.  The only way I was able to launch the browser as a different user was to create a shortcut to Internet Explorer 11  (or download a third party browser).  Has anyone had an luck with running the Edge browser with the Run As Command?  FYI, I tried enabling it in Group Policy also, no luck.
