Sure.  As long as the recovery partition has been compromised.

What is the make and model of this computer?

Press the start button and immediately tap the Esc key.

In the menu that you see next, choose F11.

The Recovery Manager menu should now be visible.

In the I need help immediately section choose System Recovery and in the next menu choose factory image recovery.

When the laptop has been returned to factory settings, can it then be upgraded to W8 or W10?

What was the original operating system?

Since this is in the Windows 8 forum I had assumed that you had upgraded from Windows 8 to 8.1.
