The 0xc000000f error is "No Such File" - it means that the program wasn't able to find the file that it needed.
Do you have any more info about the error?

What's the make and model of the system?

Is this the OS that came with the system, or did you purchase it separately?

Do you have a recovery partition?

Do you have recovery media (DVD or USB)?

I'd first suggest either slaving the hard drive to another computer to save the data, or using a Live (bootable OS) disk/drive to save the data

Then I'd try the repairs from here: https://www.winhelp.us/repair-your-computer-in-windows-vista-or-7.html

If that doesn't fix it, then I'd try these free, bootable diagnostics:  http://www.carrona.org/initdiag.html

If it passes those diagnostics, then use the recovery disk (since you'd have already saved your data) to wipe the hard drive clean and then install Windows
