Scroll bar problem

My scroll bar keeps going back to the top of the screen in Windows Explorer and in drop down menus on Internet sites such as Google for my favorites.

I have gone through my maintenance checklist which includes running the following: MiniToolBox, Malwarebytes, AdwCleaner, ESET scan, TFC (Temp File Cleaner), JRT (Junkware removal),  & TSSDKiller. I'm using  the MSE antivirus & firewall. I have also run a system restore.

I can work around this problem, but it is annoying. Anyone have any other ideas I can try?

Hardware/mouse...try a different mouse.
