Quotation Marks Act Strangely in Win 7 Ultimate 64 -bit

I recently installed this edition of windows. My previous OS, Win 7 pro 64 bit performed normally. 

 

But when I try to type a quotation marks, nothing happens until I type the first letter of the first word. 

 

In other cases, the double dot --- called and umlaut in German -- appears over the first letter. 

 

There is some language problem possibly with the keyboard.  

 

Any help appreciated.

I'm sure there is someplace where you can change the keyboard language. That may vary from PC to PC. I can change it in my systray but maybe you have to do it someplace else.

I have looked here but it says US English, US international keyboard. 

 

How would I change how the quotation marks are typed there?  Remove and reinstall?
