Account picture error (following rollback to 8.1)

Hello!  Hopefully someone can help me.
 
I have a Surface Pro 2 which I upgraded to Windows 10 on release day then rolled back a few days later.
 
Since then I have been unable to change any user account pictures or lock screens.  For the account picture I get the message 'Account Picture Error - Setting the account picture failed, please try again'.  If I try to change the lock screen I just get the waiting animation but nothing happens.

I did see this solution but I'm assuming it will just change the default images rather than fixing the fault?  I'll try it anyway in case it kicks it into life!

Nope!  Not a sausage.

 

I've also tried a couple of different registry tweaks and taking control of 'C:\ProgramData\Microsoft\Windows\SystemData', and deleting the SystemData folder.  None of these approaches seem to work :(

If anyone has any other suggestions I'd be most grateful.
