new computer stuck in reboot

I just bought and built my own desktop.  I powered it on, and it has constant short beeps, and restarts after a few seconds.  I have a Gigabytes motherboard.  The fans run, and I confirmed that the Ram is in the right position, and seated properly.  What does this code mean?  Is there anything else I can check or do?

I took out one stick of ram, and it beeps one short beep, which according to documentation, it means normal operation.  But I don't see anything on hdmi output.

Switch the RAM module...then try it with both again, ensuring there is no dust/debris in either slot.
