Is there anyway I can make a custom color for my task bar? ex. instead of having a Green Menu have like a Black Menu and instead of blue taskbar make it red ext. without downloading a program to change it? What I mean is make it myself and put it on my computer w/out having a program do it for me

You could play with "menu" & "3D Objects" colors in advanced appearance settings in display.

If you want a black taskbar to make it look like Vista, just download the Vista Transformation Pack... I think it is around 12mb and its available for free... I don't know if you'll like it or not, but the taskbar is black, with white text and I'm almost sure it can be changed to another text color. I use it myself... you must be careful when installing though..
