The following is from a previous (but same) topic, which I was instructed to repost.  The previous is:

http://www.bleepingcomputer.com/forums/t/569941/disable-racagent/#entry3652816

I am trying to disable RacAgent.  Several sources say to run taskschd.msc in order to disable it.  When I do so, it says, "mmc could not create the snap-in".  I have tried several other people's solutions to that, but nothiing works for me.  This is a newly installed Vista SP2.

That's the complete information that seems to affect only Task Scheduler? Can you relate the problem with this article?. Other threads points to NET Framework from technet forums needs updating, disabling by windows features also.

That's the complete information (?)

--Yes.

that seems to affect only Task Scheduler?

--With the exception of hibernate, I do not notice any other Windows problems.

Can you relate the problem with this article?

--In the graphic/snapshot on this link, more text appears underneath "MCC could not create the snap-in."  However, mine is blank.  That's all there is.

Other threads points to NET Framework from technet forums needs updating

--Yes, I have seen those and have done tests and checks as suggested there, but nothing appears abnormal.

disabling by windows features also

--I don't know what you mean by this.  Please, clarify.

Thank-you.

Please clarify and specify what tests and steps have you tried?

--I don't know what you mean by this.  Please, clarify.

Try typing Windows features in Start - Search box. Look for NET Framework and expand, then see if what components are checked. There are no references with certain existing thread so far with this problem and secondly, not familiar with the error being created by your system setup.

Have you tried disabling the RAC Agent by command prompt? Note : The RAC folder should be located in Vista - Windows folder as different windows edition may vary in order to perform the cmd step.

If you right-click RAC Folder by Task Scheduler, View - Add/Remove Columns - what are the displayed columns?

See this case

(I'm going to start numbering these for easier read/follow)

1. Please clarify and specify what tests and steps have you tried?

--That was months ago.  I don't remember exactly.  I think it was some tool from Microsoft website.

2. Components checked under expanded .NET Framework:

--XPS Viewer

3. Have you tried disabling the RAC Agent by command prompt?

--If you are referring to the "See this case" link that you provided, I just tried that and I think it worked.  I used:  schtasks.exe /change /disable /tn \Microsoft\Windows\RAC\RacAgent  and it said, SUCCESS: The parameters of scheduled task "\Microsoft\Windows\RAC\RacAgent" have  been changed.

4. If you right-click RAC Folder by Task Scheduler.../See this case

--I'm not sure what you mean by "RAC Folder by Task Scheduler", but if you mean by opening Task Scheduler, when I open Task Scheduler, it only says, "MCC could not create the snap-in".  There is no RAC folder there.  All columns are blank

As per #3, I think this is finally solved.

Is Task Scheduler still not able to open or just the RAC Agent resolved?

Task Scheduler still says, "MCC could not create the snap-in" when opened, but the only reason I needed to open Task Scheduler is to disable RacAgent, which now it is.
