Internet connection is working but needs multiple attempts on most programs.

Hey, my problem is really weird. First of all, downloading and browsing stuff works completly fine. I can also play games without issues. But for some programs the internet needs multiple attempts to work all the time. For example teamspeak. I start the program and open up a server. It ALWAYS takes more than 1 attempts to connect to a server, no matter which server. When im finally in a server after several attempts everything works completly fine.
Dota: I always have to refresh the ping to the server multiple times before the server responds with the ping numbers.
Diablo 2: I need to connect to battle.net multiple times to get into it.
Path of Exile: I can't even play this game because not only do I need to open it up several times to play but I can't enter new maps because the connection fails.
Just some minutes ago I asked my brother if his teamspeak works as "good" as mine does. His worked just fine. It has to be something software/hardware related to my pc. I tried turning off the firewall, running windows in safe mode with network drivers and checked how Path of exile responds to a fresh virtual windows installation with Vmware but nothing helped. It is so weird, I have no idea what causes this problem.

A VPN didn't change anything.

I hope anyone of you has some help.

How the computer is connected (wireless or wired): wired
Make and model of Router: telekom Speedport W700V
What type of internet you have (Dsl, Cable, T-1,etc..): Dsl

speedtest.net broadband test

tracert yahoo.com via a command prompt

Hey, I tested the windows safe mode again and teamspeak worked immediately there. Then after some time Path of Exile also worked. I also tested a Linux cd and installed teamspeak on there. It also worked as it should. I figured out that it really is something software based. Some driver or virus caused this issue so I thought the easiest way would be to set up a new windows installation. The problem has been fixed with that.

Yea, the first time I had this problem with teamspeak was months ago so it could be anything. Though I wish I could know what caused that issue. Well unless I have it again for some reason I guess we'll never know.
