Weird Scrolling Issue

This problem began 3 days ago. Scrolling goes totally haywire mainly when I try to access dialog/dropdown boxes. For example; when I click on the Advanced tab on the IE 11 Internet Options page. The horizontal scrollbar goes immediately to the right and stays there. The issue exists to some degree on all websites and it's not only with IE 11, I also have Chrome, Firefox and Opera. My apps are also affected such as MS Word, Yahoo Messenger, etc. With certain programs such as character map in Windows Accessories scrolling is rapid and it's like watching a video. It's almost as if it has a mind of it's own being rather mild in some programs and really crazy in others.

 

What I have tried so far was to do a system restore. Since the problem started 3 days ago I restored to a week before it happened but to no avail. I also did the obvious and uninstalled my mouse driver and rebooted the computer but the problem remained. Then I repeated the process and uninstalled the mouse driver and then tried another mouse but that didn't do the trick either. So I'm thinking maybe some strange bug has possibly crept into my machine.

 

My system is an HP 810-135qe Envy/Phoenix Win7 Professional 64-bit with Intel i7-4770 CPU@ 3.40 GHz and 16GB Ram. If you can help me figure this out I would be most appreciative to say the very least. :)

You can quick scan to your all drive with windows defender scanner. If its not working you can start your PC in safe mode and scan with Microsoft security scanner.

Reckonankit, thank you for your advice. However, I tried Windows Defender and also Norton Internet Security and Malewarebytes. None of them worked and the problem still persisted. But I just now for the first time ran Spybot Search and Destroy and it obviously found the culprit... whatever it was... because the problem is now gone.

Ooops! I'm afraid I spoke too soon. That scrolling problem is back. I ran Spybot S&D and Malewarebytes again but it did no good. Now I'm totally confused at to what might be causing this. It's simply annoying and I'm thankful my computer is usable... but I'm wondering if there might be something really nasty lurking deep inside my machine.

 

If anyone has any ideas on how I might resolve this please let me know. Thanks in advance.

Must be the mouse settings itself. Have you tried also safemode with networking?

No I haven't tried that but I did uninstall the mouse driver and connect another mouse and still have the same weird problem.

I went into safemode with networking and checked many websites and also computer apps. In safemode none of these issues exist.

I did download the basic keyboard and mouse software but it did not do anything to get rid of this weird and crazy problem I'm having. As the SSD goes, I do have a 16 GB cache which came from the factory installed on my machine. Here is a list of my original equipment:

By using the software means that you're using the Microsoft mouseKeyboard... and not according to the HP specs as HP USB and Keyboard, right?

Yes that's right, I went to the Microsoft site you posted and downloaded and installed the software. The situation remains the same. I really don't see how this could be a mouse or keyboard related issue.

Did you happen to have replaced the mouse with the same Microsoft mouse brand as mentioned in your first post, or of a different one?

It was a different mouse. I tried the original one which came with my HP system. It's a USB mouse.
