The power flashed, as it does everyday in this awful town, and now my computer crashes after login. It works fine in safe mode, but when I try to actually use it I can move my mouse for a minute, unable to click on anything and then I can't move that either.

Have you tried doing a system restore to a point before this power outage ?  You can do this from safe mode. At the screen where you select safe mode scroll down to 'system repair'

Some information on the computer would be useful - such as make and model or, if it is a self-build, the main components.

For the future it might be worth investing in a heavy duty surge arrester or even a UPS if outages are as common as you say they are.
