Cannot open PC Settings at all, is my computer infected???

I've done everything I can think of to get this problem fixed. I've run MalwareBytes, Avast!, AVG, HijackThis...also, cleaned out all temp files. No matter what I do, I still can't open the PC Settings. When I do click on it, it flashes on the screen for a second and that's it!

Any suggestions/advice??

It looks like you have 2 anti virus programs. Disable AVG.2anti virus programs can conflict with each other

I actually just uninstalled AVG, i only have avast now.
I ran spybot and it found 88 errors. A lot of them tracking cookies.
I also just recently ran an error check on the C drive..and I got a BSOD :/
I apologize I should have been more clear in my initial post heh
So i cleaned those errors, yet i still cannot open pc settings.
So now i am running spybot in safe mode..pc settings won't open in safe mode either!
Any ideas?

Have you tried running an Avast boot scan?

 

That usually works well for me after removing that many issues
