Hello there folks!

When I try to run the above applications I get the user account control prompt, then some disk activity and then nothing.
Prior to this AVG was constantly reporting issues but now it seems it has been totally disabled, I tried to uninstall it through Programs and Features but nothing happens shortly after clicking on uninstall.  AVG Remover will not run either.

This is what I have tried so far:
Combofix: found things and deleted entries but still unable to run some programs(JRT, TDSSKiller, AVG Remover).
TDSSKiller: will not run
AdwCleaner: found and deleted items but still the same thing.
Junkware Removal Tool: will not run.

Ran Windows Defender Off Line (yes, I updated definitions): items found and deleted but problem persists.
Ran Kaspersky Rescue Disk (yes, I updated definitions): items found and deleted but problem persists.
Removed hard drive and connected to an unaffected laptop and ran NOD32: items found and deleted, I think mostly things quarantined by AVG though.
Put drive back in computer: problem persists.

Integrated exe.reg into registry as per https://support.microsoft.com/en-us/kb/950505#bookmark-letmefixitmyselfalways
Ran chkdsk /f followed by scf /scannow
Ran Windows Repair (All In One), twice, in safe mode: problem persists.

Attempted to reinstall SP 1: Installation was not successful.
Ran the Check for System Update Readiness Tool: one update was installed.
Attempted to reinstall SP1 again: same error.
