sharing a proxy base internet on wi-fi network

Hi to everybody
I have internet on a LAN which use a proxy socks to connect to internet and I should use this proxy in all of my program configuration to connect them to the internet.
now I want share this internet on my laptop WiFi. I have done this before on another networks (without proxy) but now when I create network it does not have internet on it. but when I connect to a public openvpn on my laptop, every thing is ok and every one have internet on their mobile phones (WiFi network)
is there any way to share this internet without connecting to a remote server (public openvpn) or forcing WiFi users to do any specific configurations on their phones?
can I create a local VPN to socksify WiFi traffic to that proxy?!
