When I upgraded my computer from Windows Vista to Windows 7 every thing works just fine. While looking at folders on the C-drive I noticed the above.

One folder is named Windows.old its size is 217 MB.
the other one's name is Windows.old000. its size is 31.3 GB
My question is: Can these folders be deleted? And what purpose do they serve in the first place.
THANKS.

Those are folders from previous installs. You can delete those after looking in them and pulling any data you need first.

Use the Windows Cleanup Utility.
