Monitor screen keeps flickering *HELP!*

Hey everyone,

 

My TV monitor keeps flickering when i connected it to my PC and PS4 via HDMI cable. It flickers by itself at around 1 flick per 10 seconds but its not noticeable. However, whenever i move my mouse or move my analog stick on the PS4 controller, it flickers very rapidly and its annoying.  I have plugged in a 9V output into this 12V input monitor. Do think that the volts is the issue here?

The inadequate amount of volts most likely is the reason for your flickering monitor.
