  • It is difficult to even start a browser, I have to right click an icon and start as administrator.
  • I cannot access google, so I cannot download Chrome.  I deleted it before I realized IE and Firefox will not allow me to download software.  Each time I try to connect to a website this appears:
  • You cannot connect to website:
  •

    "An error ocurred while troubleshooting"

    C:\windows\diagnostics\system\networking

    Error code: ox80096001

    Source:  Engine

    User: SHELL-OC\SHELL

    Content:  Restricted

I'm a novice at this and do not understand what to do to solve the problem.  I cannot even search for a portable browser.

Using IE I found Opera Portable Browser download, it would not download.

Hello,

please download MiniToolBox by Farbar and save it to your desktop.

Run tool as Administrator and make sure that these options are checked :

  • Flush DNS
  • Reset IE Proxy Settings
  • Reset FF Proxy Settings
  • List Installed Programs

Post log here .

Step 2

Download TFC and save it to your desktop.

Run it as Administrator and click on Start button.

If programs need restart, allow it to do so.

NOTE: IF your desktop disappears, don't panic, it's normal.

MiniToolBox would not download.  Will try TFC, do not think it will work.  OK it will NOT download.

This is the problem website either will not load or will not perform downloads.
