Disabling programs?

On Windows 7, how can I stop a program (specifically Steam) from working, but without deleting it?

By stop from working, I mean disabling it the same way Android lets you disable apps.

I want to disable the program itself, not stopping it from working at startup :/

That will effectively accomplish that.  If you wish to "enable" steam later, just add it back to the Startup list.

Family and loved ones will always be a priority in my daily life.  You never know when one will leave you.
