Can't create partition and I can't fresh install please help!

Long story short:

My PC got user32.dll error and now I can't get to my desktop.. when I boot from my hard drive it says

"operating system not found"

so I decided o fresh install windows but when I get to the setup part and installing it says

"A media driver your computer needs s missing. This could be a dvd usb or hard disk. If you have a cd, dvd or usb flash drive with the driver on it please insert it now."

I don't know what to do!!

When I try to install it also says

" We couldn't create a new partition or locate an existing one. FOr more information see setup log files"

I can't even access my desktop and can't do anything!!

I figured out how to open CMD SHIFT +F10

 

but that's it!!

please help me

See if you can boot into the BIOS.

 

If you can, see if the hdd is recognized there?

 

What is the make and model of this computer?

 

What are you trying to use to reinstall Windows?
