How Do I Reenable Universal Focus Rectangle Remover?

Recently, I used ComboFix to remove a certain virus. The virus was removed alright, but when I first ran ComboFix, it said "Parasite was trying to attach to combofix" "C:\Windows\System32\RemoveFocusRect.dll". I installed this intentionally from http://www.askvg.com/how-to-remove-the-annoying-focus-rectangle-in-windows/ and now when I attempted to reinstall it, it did not work and now the annoying focus rectangles are back. Was the dll blocked by combofix? How do I reenable it?
