Go to http://www.bootdisk.com/
and download a Windows 98 boot disk.
Go into DOS and delete the files that you're concerned about. Then, use the Format utility to format the drive and then the Fdisk utility to remove the partitions.
Also, there's a free tool available here: http://www.pcinspector.de
that may also help you out.
