consent.exe hang

the installer processes hang waiting for a response I can't give, I cannot install or uninstall on my laptop. After checking processes, I find multiple instances of consent.exe are running; one for each process I have attempted to start. The only copy of consent.exe on my computer is located in windows32/system and properties say it is from Microsoft. it causes the Windows Explorer window that was open to hang and not be able to be closed, even if I right click on the explorer taskbar and select "close all windows", all windows will close except the one where I ran the installer. and it will not close at all unless I close explorer.exe. If I bring up the task manager and try to close those instances of consent.exe, I always get a "the operation could not be completed. access is denied".


any ideas?
