Odd network / download issues

Hello, I've been having really odd network / download issues for the past 2 months. The issues are isolated to a single website / service. The service is GitHub. I cannot use git clone in cmd to clone repositories and I cannot download a zip of any repositories on my home desktop. The downloads start up fine, but every time before the download can finish, the speed quickly drops down to 0 bytes/sec. GitHub works fine on my phone and laptop when hooked up to my local network, the problem only exists on my desktop. I've never had an issue like this before and honestly don't have any idea where to begin. If you'd like any additional info, please let me know, thanks!

Please download MiniToolBox  , save it to your desktop and run it.
 
Checkmark the following checkboxes:
  List last 10 Event Viewer log
  List Installed Programs
  List Users, Partitions and Memory size.
 
Click Go and paste the content into your next post.
 
Also...please Publish a Snapshot using Speccy - http://www.bleepingcomputer.com/forums/topic323892.html/page__p__1797792#entry1797792 , taking care to post the link of the snapshot in your next post.
