Exit Diagnostic Startup on Windows 10

I entered diagnostic startup to troubleshoot a program that would not launch. When I sign in, I get a "Critical Error" popup window that says that the Shell Infrastructure Host has crashed, and I cannot open Cortana, Start, or use my taskbar at all. Hitting Winkey + R just brings up an error message, so I can't directly open up msconfig. I can navigate through folders on the desktop and run programs, but I'm not sure about plugging in hard drives, flash drives, or any other USB device. Is there any other way to return to normal startup?

I presume that this is Win10?  If so, try:

- Startup/Automatic Repair

- Navigate to msconfig through the folder structure (it's located in C:\Windows\System32)

- System Restore - to a point before you tried the diagnostic startup

- Do a system Refresh
