Currently, my Dell Vostro 1014 (Windows 7 Professional x86) have some problems with Windows but all of them are bsod and they keep restarting like below:
1. IRQL not less or equal.
2. Memory Dump.
3. Cng.sys error.
what should I do with it if i don't want to reinstall Windows? Currently, it's unbootable

Well...there's no guarantee that reinstalling Windows will address "the problem", so let's see if we can discover just what the problem might be.

Please download MiniToolBox  , save it to your desktop and run it.
Checkmark the following checkboxes:
List last 10 Event Viewer log
  List Installed Programs
List Users, Partitions and Memory size.
Click Go and paste the content into your next post.
Also...please Publish a Snapshot using Speccy - http://www.bleepingcomputer.com/forums/topic323892.html/page__p__1797792#entry1797792 , taking care to post the link of the snapshot in your next post.

On the BSOD screen there should be a stop error code and also a file name, possibly with a sys extension. Please post the complete error.

To prevent a reboot tap F8 at boot and select Disable Auto Restart on System Failure.
