strange download tab page sometimes when using google chrome browser

Sometimes this strange download tab opens when trying to open some other page while using Google Chrome on a Windows 7 desktop computer:

This page seems suspicous to me.  Does anybody have information about why this link above sometimes opens?   The computer involved already has adobe flash player installed for Firefox, and the link above never seems to automatically appear when using Firefox nor Internet Explorer.  Only comes up at times while using Google Chrome.  Yes, both Firefox and G Chrome are up to date, as is Windows updated.
