Are There Really Any Programs That Can Actually Make The Internet Faster?

I mean I've been searching faster download utilities for years and came up with a answer that nothing actually optimize the internet, maybe 1kb more but thats not a big difference. And most of the time the programs actually slows down my internet(ADSL 512k), I realised that after uninstalling them.
The only optimizer I used and saw the difference was cablenut, its better than TCP optimizer and throttle(pgware), etc.

are there really any programs that can boost ur internet connection up to 200%? probably not, I'll be happy if any of them could boost 20% of my internet speed.

what do u guys think?

Firefox can if you edit the config right.

i was not specifically talking about browsing but downloading. such as torrents, sorry that I didn't mention.
