Laptop or Desktop?
Laptop 10" to 13" (i travel a lot)

My budget for the new computer is:

What are the primary uses for this computer (IE: mail, web browsing, programming, games, etc)?
php, mysql and maybe sqlserver

What software do you intend on using on the computer?
Just the ones mentioned above plus VLC and Internet Browsers

Do you play games? If so, what type of games?
Just snes emu & minecraft.

Do you tend to have a lot of programs running at the same time, or do you close every program when you are done using it?
One or two only.

Do you store a lot of pictures or music on the computer?
Just videos. Got used to 32gb storage from my tablet - I delete videos I've watched

Will you be overclocking?

Location for online shopping/shipment/prices?
N/A. I don't do online

How many monitors are you planning to use?
Just one

Do you need peripherals? OS?
Pref windows 8. I want to try ubuntu though

Any particular reason why you are upgrading?

I guess my only 2 cents is why you would run SQL server from such a low system - performance will be abysmal to in operable depending on how much data/dependencies are in your database. 350 is an extremely low budget for anything '  new ' in the laptop range the old saying you get what you pay for is warranted.
