Let's start with this - Please do the following:
- open Event Viewer (run eventvwr.msc from the "Run" dialog)
- expand the Custom Views category (left click on the > next to the words "Custom Views")
- right click on Administrative Events
- select "Save all Events in Custom View as..."
- save the file as Admin.evtx
- zip up the file (right click on it, select "Send to", select "Compressed (zipped) folder")
- upload it with your next post (if it's too big, then upload it to a free file-hosting service and post a link here).

Remove Samsung Easy Software Agent software.

Is this an N or KN version of Windows 8.1?  The access may be due to a missing dll

Movie Maker doesn't seem to come on the K or KN versions

If so, have you tried installing this:  https://www.microsoft.com/en-us/download/details.aspx?id=40744

Sorry, I had a brain cramp :0)  My searches showed a lot of Win8 results, so I slipped into Win8 mode (for the last couple of years I've only been doing Windows 8/8.1 BSOD work).  I actually found the results for 7 and had to search extra to find the results for Win8/8.1 :(

Run Tweaking's Windows Repair. It - among others - registers a bunch of files needed for Explorer. That registering could fix the problem.

http://www.bleepingcomputer.com/download/windows-repair-all-in-one/

Follow the instructions provided. Disable internet connection & anti virus. Make a backup with the program.
