downloads on xp won't run past exe

Every time I try to execute a  AVG Free exe I get a message, AVG_free_stb_all_5961_177.exe has encountered a problem.

the file is C:\Docume~1\Mikean~1 local\temp\ef92_appcompat.txt.

The computer security center says AVG 2015  free is installed and updates are current.

There is no AVG Free file on the computer, 

If I try to download a antivirus or malware program it wont run and I get the same message.

I try to run in safe mode and it only gives me the option  to start windows normally.cannot get into the other options

Help
