PSU problem?

Hi all,

Problem: Fans(including GPU and CPU fans) won't stop spinning even after the PC is turned off completely. Only way to make them stop spinning is turning off the PSU. Also the leds from my DVD drive are blinking even though the PC is off.

What I have tried.

PC1 is my PC. PC2 is my brothers PC.

-PC1's PSU(850W corsair) does not work properly on PC1.

-PC1's PSU works properly on PC2.

-PC2's PSU(550w psu) works properly on both PC1 and PC2.

What the hell is wrong? Thanks in advance.

Something different with the connections to the MOBO between the power supplies??  The fans are sensing a "hot" situation and running full speed, usually like when on initial start up.
