MyBB: Error when editing a specific user

When editing a specific user on my forum, I get a 403 error when accessing /admin/index.php. This should not happen as index.php is set to CHMOD 644. mod_security is disabled on the server. Oddly, this only happens when editing a certain user. If I edit any other user, I get no error and the edit completes successfully. Also, attempting to create a database backup gives me a 503 error.
