Why am I getting a "508 Insufficient Resource" error and how do I fix it?

I have been attempting to use Google chrome to view the website http://zoophobiacomic.com/ but I keep receiving the above mentioned error every time I try to navigate to the site. I have tried searching online to find help for the error, but no one seemed to have the same error as what I am having. I am using a Windows 8 computer with version 43.0.2357 m of Google Chrome. I will be including a picture of the error in an attempt to provide further information on the error I am having.

As a side note, I am also having the 404 error "page not found" for the aforementioned website.I am having the title error more often than the 404 error, so I put that as the main focus, but I thought I may as well mention that I have seen the 404 error as well. I have tried clearing my cache and browser history, but this was only a short term solution and the site went back to showing me both error within a day or so.

Thank you for your help in advance, and it will be very much appreciated.

The problem is with the website you are trying to access, not with your computer. You cannot fix this error.

This error is stating that the host provider has exceeded their process limit.

Family and loved ones will always be a priority in my daily life.  You never know when one will leave you.
