Micro-stuttering lag in particular online game. (packet loss?)

So I've been playing a certain game for maybe five years, no recent dramatic changes to my Network.

 

When playing online matches, there is always indefinitely stuttering, the game stutters lets say every 0.2 seconds, sounds playable but it's incredibly annoying and detrimental to playing the game well.

I can't seem to fix it and I really need the help of a Network Jesus.

 

Information I have so far to give:
 

- Direct Ethernet cable connection.

- Tested Game server ports, all allowed/not blocked

- Firewall has been turned off to test.

(I don't understand those results lol...)

You have lag on the virgin media network which causes lag once you are off their network and getting to the server in Europe.

Nothing you can do to fix this.  It is beyond your control which means anything you do on your workstation won't make a difference or at worse will make it worse.

Will phoning my ISP up and complaining do anything? lol.
