I have two laptop computers. On one I have no start-up discs and it has excel on it. I would like excel on my other computer. How can I download it from the one with excel and put it on the one that does not?

First I would like to welcome you to Bleeping Computer.
Unless you have saved the Excel program to your hard drive un-installed you will not be able to use it on your second computer.
An alternative is ]OpenOffice2 . It is 100% compatible with MS Office 4.5 to the current version. You can even create Excel files and run them under MS Office.
