Widows Xp Freezes On Startup

I recently added a new hard drive to a HP pavilion 511w everything was working fine for a few days and then I come in and turn on the PC and it freezes right after the windows xp screen comes up. I went in safe mode n tried sytem restore and it still freezes. Then I went into setup and disabled the hard drive and tried to boot from my windows CD. started fine, then froze when windows started to setup. Does this sound like a hardware problem? seems kinda weird that it wont even boot from the CD. Anyone have this kinda problem or know of any suggestions.
