possible to control cpu \ harddisk access?

Don't know where to post this, in malware or windows.

 

About a month or two ago I noticed for the 1st time that Windows would randomly grind to a near halt for 10 ~ 20 minutes, as some program would auto load and then proceed to take up near 100% of CPU and harddisk access. When I looked on the resource monitor it was a program with a generic name, something like svchost.

 

This is happening about once a week. AVG finds no malware.

 

I remember I once used a program that allowed the user to monitor and limit the amount of internet bandwidth use of any and all programs, and this worked well for stopping unapproved programs autoloading then hijacking all my bandwidth without my consent.

 

Is there an equivalent program that can monitor and moderate CPU use and harddisk access for all programs?

 

The reason the description of suspect program is vague is because its difficult to run anything when my PC is having a seizure, and it only happens randomly once every week or so, so its hard to be ready to record details.

Please download MiniToolBox  , save it to your desktop and run it.
 
Checkmark the following checkboxes:
  List last 10 Event Viewer log
  List Installed Programs
  List Users, Partitions and Memory size.
 
Click Go and paste the content into your next post.
