cannot open .exe .bat or .com files cmd is blocked

Alright, i cannot open up any files downloaded from the internet. command prompt is blocked so i cannot give myself administrator access and notepad is also blocked. tried going through user accounts to change the admin password but with no avail. i am out of ideas so please help me.

Hi there,

What happens when you try to launch Notepad (or any applications)?

Please download Rkill by Grinler and save it to your desktop.
  • Double-click on the Rkill desktop icon to run the tool.
    Vista/7/8 users right-click on it and choose Run As Administrator.
  • A black DOS box will briefly flash and then disappear. This is normal and indicates the tool ran successfully.
  • If not, delete the file, then download and use the one provided in Link 2.
  • If it does not work, repeat the process and attempt to use one of the remaining links until the tool runs.
  • If the tool does not run from any of the links provided, please let me know.
  • Do not reboot the computer, you will need to run the application again.

MiniToolbox by Farbar

Please download MiniToolBox, save it to your desktop and run it.
Checkmark the following checkboxes:
  • Flush DNS
  • Report IE Proxy Settings
  • Reset IE Proxy Settings
  • Report FF Proxy Settings
  • Reset FF Proxy Settings
  • List content of Hosts
  • List IP configuration
  • List Winsock Entries
  • List last 10 Event Viewer log
  • List Installed Programs
  • List Devices
  • List Users, Partitions and Memory size.
  • List Minidump Files
  • List Restore Points
Click Go and post the result (Result.txt). A copy of Result.txt will be saved in the same directory the tool is run.

Can't do it my friend it's blocked... notepad is blocked as well. when i try to run notepad it says "this operation has been cancelled due to restrictions in effect on tis computer. please contact your system administrator

What happens in SafeMode ?..curious.

 

I had issue years ago on XP and ran a regedit script  { same senario } and worked.

 

Anyway have a read here until someone has a definant answer to this issue.

Havachat, I don't think this is a case of broken file association... it's something else.

i cannot boot into advanced boot options no matter what... so safe mode is a no go.

task manager doesn't work either. c drive is locked as well

No as I cannot log on as admin as I have lost the password to the administrator account.

Hi there,

This is normal if you do not run as Administrator, as you cannot provide elevation without the password.

And also you will receive a response to your application for the Study Hall in a day :)

Any way I can find the Administrator password as i need to open files for work. Also its been 2 days since i signed up. The original administrator pass word (the blank one) wont reset as i need to make a password reset disk. and user account is empty.

Yay! just got in. anyway user accounts is empty so its impossible to get into family safety and security to then create a password reset disk.
