I was bored so I looked at the image map code for the tabs.
They all are stuck with the alt text of the image as a whole.

If you wanted to name each tab with the TITLE attribute you could.

Here in this example I added it to the Tutorials coordinate--

<IMG alt=forums
src="BleepingComputer_com (Powered by Invision Power Board)_files/forums-navbar.gif"
 ottom" useMap=#discussions_nav_bar_Map border=0>

<AREA shape=RECT alt="" coords=237,80,321,106
  href="http://www.bleepingcomputer.com/tutorials/" TITLE="Tutorials">

<AREA shape=RECT alt=""
  coords=0,0,65,106 href="http://www.bleepingcomputer.com/">
<AREA shape=RECT
  alt="" coords=492,80,579,106
<AREA shape=RECT alt=""
  coords=407,80,491,106 href="http://www.bleepingcomputer.com/uninstall/">
  shape=RECT alt="" coords=322,80,406,106
<AREA shape=RECT alt=""
  coords=665,80,749,106 href="http://www.bleepingcomputer.com/resources/">
  shape=RECT alt="" coords=580,80,664,106
  href="http://www.bleepingcomputer.com/glossary/"><AREA shape=RECT alt=""
  coords=152,80,236,106 href="http://www.bleepingcomputer.com/forums/">
  shape=RECT alt="" coords=67,80,151,106

I saved the site as webpage complete & tested it.
When I hovered the cursor on the Tutorials tab the title popped up like regular alt text.
It did not interfere with the alt text "forums" for the image as a whole.

Just a thought.
I thought you might like to think about it.
