Computer takes 3 minutes to shut down and audio stutters

My computer takes 3 minutes to shut down. Also, it occasionally has problems where the audio stutters, and the only way I can fix this is by restarting. Unfortunately, it takes the computer 3 minutes to shut down, and probably a little over 1 minute to start. A few weeks ago, it took 15 seconds to shut down, and about 6 seconds to start up. This is a Windows 8.1 computer. I am not sure if the audio problem is the computer, or the speakers/headphones. I do think it is the computer, though.

Anybody have any ideas on how I can fix this?
