How to find what is blocking a program from connecting to internet?

I have Electrum wallet on my Windows 7 machine and for some reason it can't connect to Internet. Some days ago it was connecting fine but now it can't and i don't know why. I am positive that the problem is on my side and something on my Windows machine is blocking the program but how can i find what? I used programs like CurrPorts and TCPview and it shows the connection status for the program as Sent. I also have Comodo Firewall but even when i disable it completely it still can't connect.

Is there any way to troubleshoot the connection in details? Something like using --verbose mode when connecting through SSH?
Can i see to which point the program can establish connection? May be some way to troubleshoot the problem through the command prompt?
